Introduction
WordPress has a known issue with IE and widget dragging due to how javascript is handled. This is agrgavated by combinations of plugins, or plugins and the active theme.
The Solution
Click the “Screen Options” button in the upper-right corner and click Enable Accessibility Mode. Proceed to click the Edit link on each widget to add it to the widget panel.
